
Joshua B. Toas joined Georgia Tech in October 2025 as Chief Ethics and Compliance Officer, bringing more than two decades of leadership experience in ethics, compliance, and public service. Prior to Georgia Tech, he served as Chief Compliance Officer for the Research Foundation for SUNY and held several senior roles in New York State government, including CEO of the New York State Liquor Authority, Executive Deputy Commissioner and General Counsel at the Office of Alcoholism and Substance Abuse Services, and Special Counsel to the Governor. His career also includes service as Assistant Secretary of State, Deputy Counsel to the Secretary of State, and Associate Counsel in the New York State Senate.
A U.S. Army Reserve veteran and former captain, Mr. Toas served in Operation Iraqi Freedom as Chief of Administrative and Operational Law for U.S. Third Army (Forward) Coalition Forces Land Component Command.
He is a member of the Society of Corporate Compliance and Ethics and the Association of Certified Fraud Examiners, and has served on numerous boards and advisory councils, including the New York State Ethics Commission Public Advisory Council, the Institute for Building Technology and Safety, and One More Day.
He holds a J.D. from Widener University School of Law and a B.A. in political science from Temple University. He is active in professional organizations and has served on multiple boards supporting ethics, veterans, and public service.
